CONSTITUTION

PREAMBLE

In the name of God Almighty! The Spirit that dwells in us as Ghanaians, and with the backing of our ancestors to propel our positive mindsets and passion to save and develop our motherland Ghana.

We the members of the Party believing in quality of life and well-being, the continual need for our nation Ghana to develop, and with true conscience and patriotism eschewing all human corrupt deeds that hampers growth and development, hereby join hands and hearts in the spirit of togetherness and equal rights of all Ghanaians to establish this Party. We therefore adopt this constitution unto ourselves and promulgate the same.

MAIN CLAUSES

1. NAME OF THE PARTY

(1) The name of the Party shall be “Begin Ghana Party.”

(2) The name of the Party shall be abbreviated as "BGP"

2. SLOGAN OF THE PARTY
(1) The slogan of the Party is “Build in Truth.”

3. THE LOGO OF THE PARTY

(1) The logo of the Party is an embodiment of the following parts:

a)      The words ``Begin Ghana Party” written in a black coloured background with Montserrat font. The word “Begin” is written in bold yellow uppercase letter that sits on the words “Ghana Party” written in white lower-case letters in Montserrat font.

b)     The adinkra symbol “Akoma” in a yellow colour sits on top of the alphabet “I” in the letter “Begin” which is a symbol of love, goodwill, patience, faithfulness, founders, endurance, and consistency.

4. PARTY COLOURS

(1) The three colours of the Party include Black, White, and Yellow.

a)      Black: We recognize and harbour the Spirit of “Abibrim” as one that possesses unique bravery, hospitality, beauty, wealth, success in all things and can-do characteristics in the Blackman.

b)     White: In all Purity and Positive Mindset we shall propel our nation Ghana for utmost success and world class quality that changes the narrative about the Black man and Ghanaian leadership. We shall build in truth with pure hearts and mindsets.

c)      Yellow: Our land is blessed with Mineral resources that must be valuable and respected in our sight, protected for generations unborn, and harnessed in all carefulness and accountability as endowed assets for the benefit and betterment of all Ghanaians.

 

5. AIMS AND OBJECTIVES

(1) The aims and objectives of the Party are to:

a)      Participate in shaping the political will of the people of Ghana through information dissemination on political ideas, social and economic programs of the Party.

b)     Sponsor candidates for elections to any public office in under the Constitution of the Republic of Ghana.

c)      Participate in democratic practices under the constitution of Ghana.

d)     Present candidates for general elections and win political power to enable the Party undertake policies and programs that seeks to truthfully develop Ghana.

e)      Engage in activities that foster unity, freedom and justice, progress and true development of the people and nation.

f)      Build the country in a manner all citizens shall contribute freely and positively to the government and governance process we shall bring to the people and through the demonstration of true intent to develop and provide world class governance for all.

g)     Promote equal rights, quality of life, dignity of all, economic freedom, and empowerment of the people.

h)     Harness expertise of all Ghanaians wherever they may be to develop Ghana passionately and jointly.

i)       Bring together like-minded Citizens of Ghana to trade ideas and resources that uphold, strive for, promote, and defend the principles and practice of Freedom and Justice, Rule of Law, Ethics, Good deeds, and Poverty-free Ghana through the practice of true democracy.

j)       Practice and demonstrate true patriotism, love for all, harmonious society that the world shall emulate.

k)     Uphold the good name of Ghana by carrying her brand in high spirit and honour.

l)       Promote peace and unity, equal opportunities for all citizens without discrimination whatsoever.

m)   Undertake all activities that shall bring success to our Party and Ghana at large.

n)     Develop Ghana to the world class standard where bio-psycho-socially, economically, and environmentally, it is habitable to all manner of persons. It shall then attract all Ghanaians wherever they may be, to feel safe home. They shall consequently choose Ghana as a place to live on earth than seeking greener pastures elsewhere.

o)     Build institutions and systems that shall carry out our agenda for success.

p)     Build institutions and systems that shall ensure rapid and sustainable quality growth and development for Ghana.

q)     Undertake policies that shall open Ghana for cherished economic and business climate for accelerated and sustainable true development.

r)      Undertake programs that shall ensure quality human development of the average Ghanaian to be accorded courtesy and respect in a global competitive arena.

s)      Utilize any medium both existing and that which may be established in the future to accurately carry out our programs and practices for success.

t)       Always preserve and promote national interests.

u)     Respect, protect, and promote traditions and cultural institutions, particularly Chieftaincy.

v)     Ensure that the Country maintains friendly associations with other nations.

 

6. MEMBERSHIP

(1)   Membership shall be defined as the state or condition of being a member of an organization or group, which is granted through the fulfilment of the criteria set forth by the organization.

(2)   Membership criteria of the Party include all voting-age Ghanaians no matter where they are in the world.

(3)   Any citizen can join the Party by completing an application form, which shall be provided by the organization. The application shall include all necessary information required by the Party and shall be reviewed by the appropriate governing body.

(4)   Any citizen shall, upon being accepted, be given a membership card.

(5)   A member shall be deemed active if continually participate fully in all Party activities, paid prescribed dues, remain loyal to the Party, and hold in high esteem the Party’s fundamental principles, and live a character of Patriotism for Party and Country seen and emulated by all.

(6)   As entrenched clause, there shall be a Founder, Founding members, and General members.

(7)   General Membership shall be categorized by the National Executive (NE) who shall consequently prescribe for interested individuals to join from time to time.

(8)   A member shall follow all Principles, byelaws, rules, and regulations.

(9)   Any member who goes against the fundamental principles, policies, rules and regulations, byelaws, etc of the Party shall cease to be a member even before the Party announces cessation of his/her membership.

(10)          All members must bear a Party Card and pay prescribed dues.

(11)          A member who fails to pay prescribed dues for a period of three months shall cease to be a member. Such prior member shall have the ability to re-join the Party by paying all prior dues up to date and a penalty as may be prescribed by the Party.

(12)           A member of the Party shall not belong to another Political Party or political group.

 

7.  FUNDING, DONATIONS AND SUBSCRIPTIONS

(1)   The Party shall be funded by its members.

(2)   All members shall subscribe to and pay the prescribed dues by the Party.

(3)   Members shall donate resources towards the programs and activities of the Party.

(4)   The Party shall not accept any form of external donations that influences its activities in any form.

8. DISCIPLINARY AND GRIEVANCE PROCEDURES

    (1) For the purpose of this constitution, the following shall apply:

a)      Disciplinary action: action taken by the Party to address violations of policies, rules, or regulations, and/or unacceptable conduct.

b)     Grievance: an issue or complaint brought forward by an employee, volunteer, or member of the Party.

    (2) DISCIPLINARY PROCEDURES

a)      Disciplinary action shall be taken in accordance with the Party’s policies and procedures and shall be based on the nature and severity of the violation or conduct.

b)     Members subject to disciplinary action shall be notified in writing of the allegations against them and shall be given an opportunity to respond to the allegations.

c)      The Party shall conduct a fair and impartial investigation of the alleged violations or conduct.

d)     The Party shall notify the member of its decision and any disciplinary action to be taken. The member shall have the right to appeal the decision in accordance with the Party’s established appeals process.

(3) GRIVANCE PROCEDURES

a)      Any member who has a grievance shall first attempt to resolve the issue informally with the person(s) involved.

b)     If the grievance cannot be resolved informally, the member may submit a written complaint to the appropriate governing body of the organization.

c)      The Party shall conduct a fair and impartial investigation of the complaint and shall notify the complainant of its decision.

d)     The complainant shall have the right to appeal in accordance with the Party’s established appeal process.

 

9. PRINCIPAL STRUCTURE AND ORGANIZATION

 (1) The following shall comprise the Party’s structure and organization.

a)      The National Executive (NE): The Party shall have a central administrative office which in order of authority shall comprise of:

i.       The Founder

ii.     National Party Intent and Advisory Council (NPIAC)

iii.   Chairperson

iv.    Vice Chairperson

v.      General Secretary

vi.    President (if Party is in Power)

vii.  Flagbearer and Vice (If Party is not in Power)

viii.  Assistant Secretary

ix.    Treasurer

x.      Organizer

xi.    Assistant Organizer

xii.  Communications Officer

xiii.  Women’s Organizer

xiv.   Youth Organizer

 

b)     National Executive Committee (NEC) which shall comprise of the:

                                i.           Chairperson

                              ii.           Vice Chairperson

                            iii.           General Secretary

                            iv.           President (if Party is in Power)

                              v.           Flagbearer and Vice (If Party is not in Power)

                            vi.           Assistant Secretary

                          vii.           Treasurer

                        viii.           Organizer

                            ix.           Assistant Organizer

                              x.           Women’s Organizer

                            xi.           Party Intent, Research & Policy Officer (PIRPO)

                          xii.           Communications Officer

                        xiii.           Youth Organizer

                        xiv.           Five (5) other members who shall be appointed by the founder or the founder’s representative.

 

                           xv.           The duties of all NEC officers shall be prescribed by the NPIAC

 (3) There shall be Party organization in at least two-thirds (2⁄3) of the districts of Ghana.

a)      Regional Branches: All constituencies in a region shall jointly form the regional branch whose regional executives shall be :

                                                   i.                      The Chairperson

                                                 ii.                      Vice Chairperson

                                               iii.                      Secretary &Treasurer

                                               iv.                      Women Organizer

                                                 v.                      Organizer

 

b)     Constituency Branches: All polling stations in a constituency shall together form the constituency branch which executives shall be:

i.                  The Chairperson

ii.                Vice Chairperson

iii.              Secretary &Treasurer

iv.               Women's Organizer

v.                 Organizer

c)      Polling Station Area: A local branch of the Party shall be organized and based at the polling station area which executives shall be:

i.                  The Chairperson

ii.                Vice Chairperson

iii.              Secretary &Treasurer

iv.               Women's Organizer

v.                 Organizer

d)         Cell Branch

                                                i.           The Cell made up of an individual member or maximum of five members who shall distinctively exhibit self-denial and utmost acceptance of the Party concept shall register with the Party as a basic unit and branch to duly multiply its cell across the country.

                                              ii.           A cell shall report its activities to the regional executive.

                                            iii.           A cell membership shall not compete with the members of a polling station.

e)      External Branches:

i.                  All Ghanaians abroad who become members of the Party shall form external Party branches in Countries and their counties or respective regions and towns where they reside.

ii.                  The Founder shall be the Party leader at all times whether the Party is in Power or Not.

iii.              The NPIAC Chairperson shall be the Party leader in the immediate absence of the Founder.

iv.                In the permanent absence of the Founder, the substantive chosen replacement by the Founder shall be instituted within a period of one month.

 

10. FUNCTIONS OF THE EXECUTIVE MEMBERS

(1) The executive members shall have the following functions:

a)      The founder shall be and remain the source of Party principal intent and directive. The founder shall also be the ultimate source of consultation in the Party.

b)     National Party Intent and Advisory Council (NPIAC)
Shall ensure that all functions of the Party, programs and activities remain the principal motive and principles of the founder. The office shall ensure that under no circumstance shall corruption and corrupt related practice be entertained. The office shall have the power to sanction any official or member of the Party whose deeds shall not correlate with Party founding principles.

c)      Chairperson
Shall be the administrative leader at all times.

d)     Vice Chairperson
Shall act in the absence of the Chairperson.

e)       General Secretary
Shall be the administrative authority, sign all internal and external communique and letters. The office shall be the custody of Party logo and letterhead.

f)      Assistant Secretary
Shall act in the absence of the General secretary.

g)     Treasurer
Shall be the financial controller of the Party. Ensure budgeting and budgetary controls of the Party as well as spending. The office shall render accounts to the Party as prescribed in byelaws.

h)     Organizer
Shall organize all Party functionaries and members to exercise their democratic rights.

i)       Assistant Organizer
Shall act in the absence of the Organizer.

j)       Women’s Organizer
Shall be the patron of all female voting age to encourage them to exercise their democratic rights.

k)     Youth Organizer
Shall organize the youth, educate them on democratic principles and rights, as well as promote them in exercising their democratic rights.

 

11. ELIGIBILITY TO CONTEST INTERNAL PARTY ELECTIONS

(1)   All active members upon joining the Party in its first year of opening, whether branch or unit level, shall qualify to contest and vote for a service office position to serve the Party and its members.

(2)   Notwithstanding clause (1) above, a member shall be vetted to qualify for Party intent, commitment, passion, and character to serve Ghana and Party threshold as prescribed by the National Executive.

 

12. TENURE OF OFFICE

1. All National, Regional, and Polling station executive shall serve a maximum of two years (i.e., one term) who shall qualify for re-election for a total service period of three (3) terms.

 

13. ELECTION OF OFFICERS

(1)   The NEC shall prescribe byelaws and order of activities concerning all internal and external elections giving regard to political climate and timing.

(2)   All officers of the Party shall be elected in a decorous manner worthy of emulation, devoid of corrupt practices, and with utmost sanctity characterized by demonstration of pure ideas, demonstrable intent, passion, and character of the individual.

(3)   An officer shall under no circumstance distribute any form of asset being it cash or kind to solicit for votes. Such, shall be immediately disqualified by the NEC in consultation with the NE.

(4)   A member who does not uphold the Party intent but gives or accepts bribe in any form, aids or abet corrupt practices, and/or activities that brings the name of the Party and Ghana into disrepute as brought to the knowledge of the NEC shall be dismissed from the Party.

14. REMOVAL OF ELECTED OFFICERS AND VACANCIES

(1)       An elected officer whose demonstrable intent and conduct does not pass the threshold Party principles and intent shall be relieved of his/her position by the Founder, NE, or NEC in consultation with the NE to create a vacancy for that position.

(2)       Vacancies created within the Party leadership shall be reported to the NE through the NEC. The NE shall within seven (7) working days maximum appoint a member to act as an interim officer to immediately occupy the position before election is held to elect a substantive officer as prescribed by the NEC in consultation with the NE.

(3)       Where an individual elected through the name of the Party after the Party is in power goes contrary to the ethics and dictates of the Party such as against the fundamental principles and intent of the Party; to negatively affect Ghana’s development and the Party’s growth and sustainability, the Party at the approval of NE shall revoke the membership of Member of Parliament, President and/or Vice-President (whether substantive or candidate) recognition, and consequently petition the Supreme Court to denounce and remove the name of the Party on the said individual or group. The NE shall prescribe procedures for denouncement and all actions that surround the removal and protection of the image and development of Ghana and the Party.

 

15. GENERAL PARTY INTERNAL ELECTIONS

(1)       At any general election, all members of the Party in the constituency shall vote to select Party officials including the Party’s Presidential candidate and Member of Parliament.

 

16. SELECTION OF PARLIAMENTARY CANDIDATES

(1)   Any active member shall have the right to contest Parliamentary election under the Constitution of Ghana and the name of the Party after contesting and being selected at the internal Party general elections.

(2)   Notwithstanding clause (1) above, the member must have followed all prescribed internal election byelaws and guidance.

(3)   All elected MPs shall propagate the intent of the Party as established to truly develop the respective constituents and Ghana as a whole.

(4)   The processes for the election of the Parliamentary candidates of the Party shall be prescribed by the NEC in consultation with NE.

(5)   A member who wins national elections under the name of the Party shall not conduct himself in his personal interest or conduct that brings the name of the Party and Ghana into disrepute of ridicule. Such members shall be sanctioned as prescribed by the NEC in consultation with the NE.

 

17. ELECTION OF THE PRESIDENTIAL CANDIDATE

(1)   Any active member shall have the right to contest Presidential election under the Constitution of Ghana and under the name of the Party after contesting and being selected at the internal Party general elections.

(2)   Notwithstanding clause (1) above, the member must have followed all prescribed internal Party election byelaws and guidance.

(3)   The processes for the election of the Presidential candidate of the Party shall be prescribed by the NEC in consultation with NE.

(4)   A member who wins national elections under the name of the Party shall not conduct himself in his personal interest or conduct that brings the name of the Party and Ghana into disrepute of ridicule. Such members shall be sanctioned as prescribed by the NEC in consultation with the NE.

18. SELECTION OF THE VICE-PRESIDENTIAL CANDIDATE

(1)   The Party shall contest national elections having a Presidential and Vice-Presidential candidate or as prescribed by Ghana’s Constitution

(2)   The Vice-Presidential candidate shall be appointed by the NEC and approved by the NE for the Presidential candidate in votes not less than two thirds of the NE.

19. THE PARLIAMENTARY GROUP

(1)   The Party shall recognize all its Members of Parliament as a unique group central to the propagation of the fundamental principles and intent of the Party called the Parliamentary Group (PG)

(2)   The PG shall set out group bye-laws subject to the approval of the NE.

(3)   The PG shall only demonstrate and promote sanctified activities, character, and debates that safeguard the fundamental principles of the Party and consequent development of Ghana.

(4)   Shall not engage in any form of bribery, corruption, jovial and loose talks; but demonstrate professionalism, patriotism, and serious business that sets the Party’s Members of Parliament aside in practice of serious national business.

(5)   All required Party’s decisions and directives concerning Parliamentary business shall be governed by the NE.

(6)   The PG group leader and secretary shall be members of the NEC with voting power.

20. SPECIAL ORGANS OF THE PARTY

(1)   The Party shall establish and recognize the following as special organs of the Party:

a)      National Youth Wing

b)     National Women of Development Wing

c)      National Happy Ageing Wing

d)     National Generations of Honour Wing

(2)   The NEC by a resolution shall create or adopt additional Party Wings

(3)   The NEC subject to the approval of the NE shall prescribe the activities of the respective Party Organs.

21. COUNCIL OF PATRIOTS

(1) The Party NE shall call to Council of Patriots (CoPs) membership made up of recognize distinguished members who shall significantly hold in high esteem the Party principles and ideologies and contribute towards its activities and sustenance for success.

(2) The National CoPs shall serve as the advisory body to the NEC.

(3) A three member CoPs appointed by the National CoPs made up of Regional CoPs shall be part of NEC with voting powers.

22. AUDITORS AND AUDITED FINANCIAL STATEMENTS

(1)   The NE shall appoint an auditor to audit the financial statements of the Party and advise same in all financial matters.

(2)   Audited Financial statements shall be presented at the General Party Conference (GPC)

23. RULES AND REGULATIONS TO THE CONSTITUTION

(1)       The NEC subject to approval of the NE shall prescribe all rules and regulations and byelaws from time to time to govern the Party.

24. AMENDMENTS TO THE CONSTITUTION

(1) All clauses of this constitution stand entrenched except the express approval of the NE.

(2) The NEC shall present suggested constitutional amendments to the NE for approval and adoption.

(3) Upon approval of the NE of recommended constitutional changes, the NEC shall present to Party members at the GPC or through information technology devices channel for adoption.
